Background: The Company is a leading developer, owner, and operator of renewable energy facilities in the United States with an eight-gigawatt portfolio of onshore wind and solar projects across 22 states. The company’s offshore wind business is pioneering this new industry with a development pipeline of five gigawatts off the East Coast. Our offshore portfolio consists of the first-in-the-nation joint venture project, which is currently under construction, and on track to achieve full commercial operations in 2024. This role will be part of a team developing, designing, constructing, and operating large scale offshore wind projects which will provide affordable, clean energy and will have a transformational impact on local communities.
The offshore business is located in Boston, Massachusetts. The company is part of the global group, a global energy pioneer with the largest renewable asset base of any company in the world. The Role: Join the company’s dynamic Offshore Wind Business as an onshore Safety Engineer, where you’ll play a critical role in developing and executing a high-profile Key Package for an offshore wind farm. This exciting position offers the opportunity to lead multi-million-dollar projects, collaborate with international teams, and contribute to the advancement of renewable energy. As a pivotal member of the Execution team, the safety engineer will create strategies, interact with project managers, oversee safety aspects during the design and construction phases, and lead onshore efforts—all while ensuring top-tier safety standards. Your role will be integral to our global offshore business organization, with activities spanning the US and multiple countries worldwide.
The onshore safety engineer plays a crucial role within the Offshore Renewables Business. Under the guidance of the Health and Safety Lead, this role involves reviewing design focusing on the safety aspects and ensuring their alignment with, Iberdrola’s, USA and international legislation and standards. The onshore safety engineer will negotiate with the engineering department, project package and with contractors to ensure that the content of design risk assessments adheres to sound engineering safety methodologies, considering environmental factors, international and domestic regulations, and company expectations. This position will support the design, manufacturing, construction, and installation of the onshore portion of the project by applying a process-oriented system which is achieved through inspections, testing, evaluation and engineering safety tools and techniques to identify hazards, defects, or deviations from specifications. The aim is to manufacture and operate trouble-free machinery and plant also in reducing concerns and improving business processes so that all products are fault/hazard-free when delivered to the onshore.
Scope of Responsibilities:
Leadership and Coordination:
- Lead the delivery of critical health and safety documents, ensuring adherence to local and international regulations.
- Collaborate with departments including Health and Safety, Engineering, Construction, Supply & Expediting, T&I, Commissioning, Contract Management, Legal and Procurement
- Lead projects to successful completion within specified timelines, adhering to rigorous safety and quality standards.
- Develop and manage project documentation and processes that directly align with the business’ strategic objectives.
- Drive engineering safety and relevant processes based on quality assurance approach by applying methodologies as such hazard analysis, risk assessment under American harmonized standards.
- Develop the safety, rescue and evacuation concept for the onshore substation against general windfarm set up.
- Verify the onshore Substation’s fire protection concept, and in doubt, seek consultation from fire protection expert or the US authorities, respectively State Department for Safety & Health
- Conduct product audit at shipyard (before loading out), after installation, pre[1]commissioning and take over
- Set up an ‘audit program’ so that the ONS manufacturer and its(sub-) contractors are audited, selected, and qualified against industry best practice, legal and quality requirements, including on effective and documented follow-up actions.
- Provide constant H&S management support to the project site by assuring through regular meetings, walk-downs and reporting through the site team.
- Conclude and document (hazard analysis) the correct use of Personnel Protective Equipment (PPE) to be worn on onshore substation.
- Assure identified mounted safety equipment on the ONS is in compliance with the US legislation.
- Design, implement, and oversee safety protocols and procedures within the specified scope.
- Foster efficient communication and collaboration among teams.
- Perform risk assessments, apply industry best practices, and provide strategic recommendations throughout the project lifecycle to mitigate the impact of unforeseen events.
- At shipyard review processes and end product and make safety-oriented suggestions so that the ONS is safety accepted before shipped but as well to assure Iberdrola employees are not exposed to shipyard hazards
- Facilitate H&S project meetings with contractors; attend project meetings and represent H&S interests towards all stakeholders.
- Assist with accident and incident investigation affecting the onshore substation.
- Assess potential risks, creating strategies to mitigate them, and ensuring compliance with safety standards.
- Review arch flash studies and reports create by contractors.
- Assess, comment and document that either free issued equipment and machinery added to the plant does not provide hazards e.g., avoidance of collision or asset damage; unnecessary machine operator exposure; Site Acceptance Testing requirements under statutory/legislative requirements.
- Implement onshore and offshore standards, procedures, tools, and best practices for large-scale projects, specifically offshore wind projects.
- Run workshops and inductions on ONS and assure documentation and the plant offshore is in compliance with ‘country-of-operations’ legislation aiming to create a safe and sustainable work context.
- Develop and apply a sound understanding of US safety standards to assure machine and plant safety.
- Capture and share lessons learned from offshore delivery projects, establishing feedback loops and best practices to enhance business value.
Project Leadership:
- Act as a safety leader, ensuring risks are assessed and mitigations are implemented fostering a culture of safety, quality, and continuous improvement.
- Skills, Knowledge & Experience:
- Experience: 5+ years of proven design safety in a delivery-oriented environment. Experience in offshore wind farms, marine works, or oil and gas delivery and operations.
Education:
- Bachelor’s degree in mechanical, Process, Industrial or Safety Engineering, or a closely related engineering field
People Management:
- Ability to foster a collaborative work environment, encourage transparency, open communication, and respect among team members.
Delivery and Contracting:
- Competence in design safety, contract negotiations, creation of documents, implementation of processes up to the hand-over to O&M.
- Experience collaborating with diverse teams and managing a wide range of project scopes.
Health, Safety, and Environment (HSE):
- Knowledge of local, international HSE legislation and best practices related to design safety and procedures Familiarity with offshore safety standards such as the Global Wind Organization (GWO) and OSHA standards.
Interpersonal Skills:
- Strong relationship management skills, including working with senior leadership and external stakeholders.
Communication:
- Excellent communication skills to influence key project and business decisions. Proficiency in report writing and summarizing key parameters impacting projects and business.
Team Coordination:
- Ability organizes, manage, and lead safety meetings. Skilled at engaging with stakeholders and consistently communicating safety expectations and updates to the stakeholders.
Problem-Solving and Innovation:
- Anticipate problems and implement mitigating solutions. Innovate and think creatively to address conflicting requirements.
Tenacity and Determination:
- Persistence in overcoming obstacles to achieve project goals.
Position specific requirements:
- A bachelor’s degree from an accredited college or university with a degree in Mechanical, Process, Industrial or Safety Engineering, or a closely related engineering field
- Experience in collaborating on multidisciplinary work packages within international environments. • Minimum of 5 years of experience in design safety
- Construction experience will be advantageous.
- Must be able to understand the logics of database systems.
- Knowledge and capable of developing an understanding for procedural documentation.
- Advanced (mechanical/electrical) knowledge of (engineering) safety methodologies relevant for the works
- Appropriate communications approach towards directors and on-site level staff must be understood to reach the right audience.
- Must have a good understanding or desire for the US Health, Safety and Environmental requirements.
- ISO 45001 and 14001 knowledge would be beneficial.
