For our international client (plant owner) we are looking to recruit a PMO Manager (staff).

The job:
The Project Management Office (PMO) is responsible for the development and maintenance of the project execution function supporting project execution excellence within Plant Operations projects for Europe and Africa. This includes review and improvement of existing work processes (project management procedures), templates, tools, reporting, training, and auditing to drive better and more consistent approach to execution.

The Manager of the Project Management Office will be a key part of the Project Management team working with the Plant Project Organisation (PPO) Manager and the Project, Maintenance and Materials management Director in identifying areas for improvement, developing solutions, and driving project execution performance with a focus on the fundamentals of Safety, Quality, Schedule, and Budget. This role will also be engaged in the preparation of the organizational for future project types and growth.

The PPO Organisation is responsible for the execution of capital projects associated with existing operating assets in Europe and Africa. The projects range from plant debottlenecking, equipment replacement, plant modification, life extension up to new plant builds.

The goal is to ensure effective and efficient work processes for the Project Management function by developing the existing work processes and identifying and implementing improvements.

You will be expected to develop strong working relationships with the European Engineering team, and Sub Regional teams and will possess strong communication and influencing skills. 

Objectives:
- Project execution functional owner, responsible for work processes, procedures and templates used in Operations projects.
- Assess current process and procedures and build out work process framework, procedures and RASCI charts, ensure solutions are adaptable to varying project size and complexity. Includes but not limited to, risk management, stakeholder reporting, schedule development, cost forecasting, procurement, and engineering interfaces.
- Define KPI’s and use to drive and monitor ongoing efficiency improvement, measures include hours performance, project accounting violation and project performance vs safety, schedule, and budget.
- Set training requirements for the various roles in the team and develop an academy and onboarding training plan and materials to drive consistency.
- Define reporting and project review meeting structure based on size and complexity of project.
- Audit projects, central and sub region lead and ensure compliance to work processes.
- Responsible for management of the lessons learnt and feedback process/tool to ensure both positive and negative feedback is captured so it can be utilized in future projects.
- Embody the 4S culture of Safety, Speed, Simplicity and Self-Confidence within and outside the company.

Requested:
As a successful candidate you possess at least 15 years project management experience in the industrial projects (oil&gas/petrochemical) on greenfield and brownfield site. A strong focus on work process/procedures and experience of developing and improving work practices will be key. You also have the ability to communicate successfully at all levels and have excellent IT skills.

- At least 15 years Project Management experience
- Degree qualified and/or Project Management accreditation
- Excellent command of the English language
- EU National / Passport (needed for possible ad-hoc short business trips to other sites/offices)
