Turnover Manager needed to support a globally leading Engineering, Procurement and construction company on a chemical plant project in Hull. This is a long term contract position, outside of IR35.

In support of the Site Manager, the turnover manager plans, organizes, coordinates, directs and controls pre-commissioning and turnover at the jobsite.

Duties:

Defining system/sub-system boundaries in coordination with the client/owners representatives.
Developing system turnover books procedures and maintaining project contractual agreements concerning turnover such as TCCC (Transfer of Care, Custody, and Control) letters, Mechanical Completion notice letters.
Coordinating, distributing, and logging system walk-downs and punch lists.
Coordinating system walk down notices
Establishing approved priority parameters for punch list and exception items
Identifying and coordinating trends that impact project milestones and incorporating construction work requests, client/owner punch list items, field change requests, and scope changes into the turnover plan
Tracking verification of completed punch list items by craft supervision and client/owner supervision.
Issuing formal notification of mechanical completion and transferring TCCC to Commissioning/client/owner after the site manager signs off.
Monitoring the systems completion schedule and advising the site manager on the status of the schedule.
Establishing and managing the project completion system
Defining system breakdowns and desired sequence of turnover
Develop & mark-up Systems/Subsystems on P& IDs (& Index) & associated drawings
Manage & supervise pre-Commissioning activities
Manage & Supervise or provide assistance to the client/owner during Commissioning & Start-up activities
Develop in conjunction with the Quality Manager the relevant discipline ITPs (Inspection Test Plan(s) in accordance with project standards and Mechanical Completion Matrix
Develop pre-Commissioning & Commissioning schedule
Approve the boundaries of each process system
Approving the priority of punch list items
Educating, raising awareness and gaining acceptance of the turnover program with construction management, sub-contractor, quality personnel.
Performing the testing of equipment and systems
Providing the personnel for witnessing the sign-off or pre-Commissioning of various system components
Coordinating the need for vendor representatives during Commissioning
Assisting in the development of the turnover schedule to facilitate the Commissioning effort and maintain project milestone.
Informing management and other involved parties of progress, status and critical issue by system.
Providing personnel for joint Commissioning/client/owner construction walk-downs
Reviewing completeness of system
Verifying turnover package complete with all required documentation and issue it to client/owner.
Signing the Turnover Notice to document final acceptance of a system
