SUMMARY:
Perform as subject matter expert in federal and state regulatory requirements with emphasis on the NFPA 59A Standard for the Production, Storage, and Handling of Liquefied Natural Gas and 49 CFR Part 193 Liquefied Natural Gas Facilities.
RESPONSIBILITIES:
• Advise stakeholders on the regulatory process and regulatory strategy
• Assist with development and submission of FERC IPs (Implementation Plans) to comply with granted FERC Order Conditions for Commissioning & Start-up activities
• Assist with resolution of PHMSA’s Integrity Assessment questions for Commissioning & Start-up activities
• Lead Commissioning group for site inspections and punch list closures with regulatory authorities
• Develop Regulatory audit/assurance program for Commissioning activities
• Lead internal compliance reviews and audits
• Oversee FERC, PHMSA and TCEQ compliance requirements
• Track and monitor changes to federal regulatory requirements
• Communicate and advise internal stakeholders related to Commissioning & Start-up activities
• Coordinate timing and schedule with discipline lead and procurement team to call off vendors to execute Commissioning activities
• Support vendors for training and administration arrangement once mobilized at site until demobilization
REQUIREMENTS:
• 5 - 10 years of combined experience in LNG Commissioning, LNG Process Engineering, or LNG Regulatory is required
• Previous experience of similar US Gulf Coast LNG facility project is required
• Bachelor’s degree in Chemical Engineering or Mechanical Engineering or Environmental Engineering is required
• Comprehensive knowledge of Federal, and State requirements for LNG Export Facilities & Terminals responsible to Federal Energy Regulatory Commission (FERC), Department of Transportation including Pipeline and Hazardous Materials Safety Administration (PHMSA), and Texas Commission on Environmental Quality (TCEQ) is required
• Proficient with Microsoft Office (Word, Excel, PowerPoint, Teams, etc.), Adobe Acrobat, SharePoint, etc.
• Strong organizational, interpersonal and communication skills, both written and verbal
PREFERRED
• Advanced degree is preferred (MS/MBA)
• TWIC credential preferred
• PE License
