We currently seek a high-caliber Facility Engineer for a temporary basis within our client’s team of experienced professionals.
Company Overview:
This organization is a leading midstream company specializing in bulk liquid storage. They operate a network of terminals across North America, Europe, and Latin America, providing safe and reliable storage solutions for various liquid products, including biofuels, traditional fuels, and vegetable oils.

Primary Function:
This position is an ideal opportunity for someone with 5+ years pipeline and terminal experience installing, maintaining and optimizing terminal assets.
The Facility Engineer will be responsible for managing projects when installing new assets or upgrading existing assets within the terminals and pipeline network. The Facility Engineer will support maintenance activities by troubleshooting problems with rotating equipment, electrical equipment, and control and automation systems. The position will develop strategy and plans to increase the reliability of all terminal assets and operational availability. This position also supports the implementation of the Integrity Management Program (IMP) for the company’s PHMSA regulated assets. This position develops plans and projects to assess the pipeline asset integrity with the use of In-Line Inspection (ILI) among other assessment methods. The Facility Engineer will perform troubleshooting, implement mitigation strategies, and ensure overall compliance with applicable pipeline safety regulations.
Practical details: Tasks we’ll need a Contract Engineer to work on:
- Pump seal issues – boots on the ground working with maintenance in the field on our pump issues. Working with the vendor, going to the vendor’s shop to witness tests, and meeting with the engineers and technicians to develop fixes to the seal problems. Communicating with operations on issues – reviewing performance with Scheduling and Ops Leadership.
- Long Beach Fire system testing and operation. Work with operations and HSER to redo the procedures (they may need editing going back to the Plains days). Communicate with CAMs (our neighbors in the Power Plant) to coordinate fire water supply (they supply us with all the firefighting water supply). Address overpressure issues with the Long Beach fire system piping.
- SCADA issues – Work with Operations, Maintenance, and Everline to diagnose digital communication failures between West Coast Terminals and Everline’s Control Room in Houston, Texas. Coordinate the downloading of firmware into our routers at each PLC location.
Key Responsibilities:
- Troubleshoot rotating equipment issues (e.g. mechanical seal failures, excessive vibration, low performance) and develop action plans to resolve issues
- Troubleshoot electrical equipment issues and develop action plans to resolve issues
- Develop maintenance programs and procedures to increase the reliability of terminal equipment
- Collect and analyze performance data to determine trends and predict equipment failure
- Supervise the ILI vendors during the inspection process from the running of the inspection tools through the issuance of the final reports
- Identify and issue mitigation plans/ repairs after ILI report are issued by vendor
- Work with field project managers after ILI report is issued to complete repairs on time
- Conduct interviews with subject matter experts
- Communicate IM timelines to regulatory entities
- Supports and facilitate audit preparation and maintenance of all IMP records
- Assist and direct maintenance department as assigned by management with projects
- This role has on-call responsibilities required in supporting 24/7 assets. Must be willing to carry company-provided cell phone and be available to respond during working and non-working hours.
- Other duties as assigned, including pipeline ILI projects
Education:
- Required: BS Mechanical or Electrical Engineering or related engineering degree
Certification/Licenses/Registrations
- Ability to obtain a Valid TWIC
- Must possess and maintain a valid driver’s license and a driving record satisfactory to company and its insurer.
Desirable Experience
- Thorough understanding of piping and instrument diagrams
- Advanced understanding of rotating equipment, pumps and hydraulics
- 5+ years experience in pipeline/terminal operations

- Must be a self-starter and self-motivated with the ability to perform effectively with minimal supervision
- Capable of establishing a course of action for self and/or others to accomplish specific goals through planning and prioritization of assignments using allocated resources
- Strong written and verbal communication skills as well as the ability to facilitate meetings effectively
- Strong organizational skills and the capability to meet scheduled deadlines when implementing multiple initiatives

- Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook
- Ability to travel between assets to troubleshoot and provide training as needed
WORKING CONDITIONS & PHYSICAL DEMANDS REQUIREMENTS:
- A strong commitment to safety is expected
- Ability to balance competing priorities with multiple deadlines
- Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment, negotiating rough terrain, areas of loose rock and working in confined spaces
- Working in an office setting as well as outdoors, with potential climate conditions that may include extreme summer heat and sun
