Job Description
Summary
This position provides senior leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
The purpose of this position is to provide overall engineering execution leadership on medium and large sized projects or for a specific area on a large / mega project. This position has the overall responsibility and accountability for the performance of the engineering team and the successful execution of all engineering work on the project. This position also leads and guides the development and implementation of the execution strategy and oversees development and enforcement of engineering budget, schedule, and quality. This role also has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.
Principal Job Duties & Responsibilities
- Has overall responsibility and accountability for the performance of the engineering team, and the engineering execution and delivery as per the project baseline. This position performs Engineering Management responsibilities on a medium to large sized or services project or may be assigned responsibility for substantial area of a large / mega project.
- Manage the interfaces between the engineering disciplines, by understanding the discipline work processes and looking ahead to identify critical busts and / or activities that need to be completed to support the execution strategy.
- Set a positive project culture in conjunction with the Project Manager and Project Director.
- Lead development of the Engineering component of overall project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects.
- Lead the development of the Project Execution Strategy for all engineering functions.
- Understand Project execution norms for hours and schedule and use this knowledge to identify busts in execution that may require a different strategy. Identify risks and mitigations arising from the development of the strategy
· Lead engineering schedule planning sessions to capture key inter-dependencies, verify key milestone dates are aligned with discipline control level schedules, key design reviews are incorporated in the engineering plan and level 3 schedule, and Model Reviews are scheduled based on meeting required pre-requisites. Verify that the schedule, job hours, execution plan and project risk register are all aligned.
· Own the project engineering schedule, and verify that correct engineering sequence is maintained, or mitigations put in place. Achieve buy in and subsequent ownership from the discipline leads.
· Champion and support engineering through Project execution, by providing a culture that supports open communication of issues and concerns that is focused on resolution.
· Direct and/or manage the interface between Engineering and the other disciplines on the project including Project Controls, Project Management, Procurement and Contracts, Construction, and the client team.
· Verify that the engineering work on the project is completed on schedule, meets Fluor’s quality standards including review meetings and checking procedures, performance is within the baseline effort hour and material budgets, required deliverables are produced, change management is executed in a timely manner, and Engineering Department Managers are apprised of issues related to their function.
· Be a focal point for resolution of interdisciplinary and technical issues, bring in others as needed to enable a path forward to be determined, aligned with the Project drivers. Be prepared to make risk-based decisions based on incomplete information, recording, and communicating any risk and mitigations.
· Translate global strategic initiatives and procedures and implement on project through project specific initiatives and procedures.
· Act as a leader in applying Cost Competitive Execution techniques and develop the most cost- effective total project solution for engineering.
· Engage Fluor’s global community, promoting a OneFluor mindset.
· Lead the projects set-up and alignment efforts for engineering including supporting the submission of any Unison waivers and publication of required practices using QRS.
· Lead implementation of progress measuring tool, lead and support development of activities and sequence of work for Engineering to support overall project schedule.
- Confirming the Engineering team has access to the Prime Contract and Baseline documents, understands and aligns to project Baseline, and executes and delivers to project Baseline.
- Promoting and coordinating the engineering Distributed Execution effort when implemented
- Review the status of the schedule and progress performance with the Discipline Leads on a regular basis and keep the Project Manager and Engineering Department Managers appraised of issues.
- Lead, review and approve estimates and schedules, progress reports, including labor forecasts.
- Champion implementation of Fluor systems and tools, internally and with clients
- Establish, track, and monitor material key quantities; provide analysis and forecasts with the support of discipline leads and dedicated Material Control resources mobilized on the project.
- Verify that the engineering discipline leads are internally aligned and adequately interact with one another and provide input to engineering departments regarding work process issues and opportunities for improvement.
- Publish the Project specific Job Bulletins to provide the required work process and systems to allow the engineering team to perform the work in a consistent and efficient manner.
- Verify that health, safety, and environmental factors are incorporated in the design.
- Review, approve scopes of work for third party contracts.
- Lead/direct the implementation of Change Management procedures for engineering functions to identify deviations in job scope, estimate magnitude of changes, and review/approve trends or change orders.
- Plan, schedule and conduct the required design reviews in support of project schedule (Design Reviews, P&ID Reviews, Safety Reviews, 3D Model Reviews) and in accordance with corporate requirements, verify that design comments / Action items /parking lot items have been resolved and closed out.
- Execute project work in accordance with approved Activity Plans, procedures, and Unison Baseline
- Verify that technical work perform complies with industry codes and standards, local regulations, as well as departmental practices and procedures, and OSR.
- Implement the Technical Control Plan and verify the quality of the engineering execution and deliverable through PEMA audits, discipline audits, Gate Reviews, deep dives, etc.
- Direct and oversee audits prepared by the Engineering Management Department, as well as the Discipline Engineering Department
· Conduct regular Engineering/Execution Risk Reviews with discipline leads and implement and track mitigation measures.
- Prepare Engineering input the Projects Status Review (PSR) and present the Engineering slides.
- Lead, promote and support the project value creation efforts.
- Contribute to and promote the use of Fluor’s knowledge management portals and communities.
- Participate in Fluor University® as necessary to follow the curricula as outlined in the Functional Development Frameworks and support development, updates of ENG courses as an SME. Act as instructor for ENG courses available through Fluor University.
- Lead proposal effort for Engineering input and proposal deliverables, and participate in various office and business line reviews.
- Develop and build external relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence
- Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, timely performance feedback, and performance appraisal input and counseling
- Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and
- Engage with Discipline Leads and Engineering Department Managers to ensure that staffing levels are appropriate to achieve the engineering schedule commitments and personnel assigned have appropriate ability and skills.
- Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
- Effectively develop and apply the Core Skills to the job.
- May need to travel to attend to project and business-related matters.
- Provide feedback to support continual improvement in department standards, procedures, practices, and guidelines. And assist in the update and development of department standards, procedures, practices, and guidelines.
- Assist with departmental administrative duties or with other company functions outside the department.
- At the direction of the Office Manager of Engineering (OMoE) participate in recruiting and hiring activities
- At the direction of the Office Manager of Engineering, represent the OMoE in meetings, participate in salary administration activities, project staffing, and department operations as well as other company functions outside the department.
- Support Key Process Owner and Office Manager of Engineering on initiatives.
- May promote company branding by active participation in external technical organizations and Code committees and present technical papers or presentations through Fluor’s P4 process.
- Serve as member on an external organization, industry committee’s steering or technical board.
- Other duties as assigned.
Typical Minimum Qualifications - Related Education, Experience & Skills
- Accredited four (4) year degree or global equivalent in engineering field of study and twenty
OR
- Accredited two (2) year degree or global equivalent in applicable field of study and twenty-two
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
- Job-related technical knowledge necessary to complete the job.
- Job related skills required - Strong leadership skills, customer focus, business acumen, influence, strategic agility, decision making, personal accountability, ownership and follow through, a team player, mentor, and coach.
- Ability to translate strategy (“what”) into actionable steps / executions plans (“how”), ability to attend to detail and work in a time-conscious and time-effective manner.
- Held positions as Project Lead Engineer on FEED and Detail Design projects
- Professional registration and active participation in technical society
