Location of Position: Aliso Viejo, CA
Work Schedule: 40 hrs/week
Location Type: Facility/Office/Hybrid
Salary range: $180K/yr - $225K/yr.
Southern California TRS Staffing Solutions are seeking an experienced Engineering Manager on a contract basis to join our client's EPC team based in Orange County, CA.
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
The purpose of this position is to provide the essential administrative processes, technical knowledge, and direction as listed. This position has oversight of a specific area and acts as a representative of the department ensuring technical accuracy in project execution in all phases. This role has the responsibility to promote the company’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This role leads the engineering effort on assigned projects and is responsible for coordinating the individual Engineering Discipline Leads and the Project Document and Data Management (PDDM) Lead such that the most cost effective total project solution for executing engineering work is achieved.
Principal Job Duties & Responsibilities
- Direct and manage the interface between Engineering and the other disciplines on the project including Process Engineering, Project Controls, Project Management, Procurement and Contracts, Construction, and the client team
- Translate global strategic initiatives into procedures to be implemented on projects
- Act as a leader in applying Cost Competitive Execution techniques and develop the most cost-effective total project solution
- Ensure that the engineering work on the project is completed on schedule, meets our company’s quality standards including review meetings and checking procedures, performance is within the baseline man hour and material budgets, required deliverables are produced, change management is executed in a timely manner, and Engineering Department Managers are apprised of issues related to their function
- Work with Discipline Leads and Engineering Department Managers to ensure that staffing levels are appropriate to achieve the engineering schedule commitments and personnel are assigned with appropriate ability
- Develop estimates, schedules, progress reports, and key quantity tracking reports
- Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
- Lead the squad check effort for vendor equipment documentation
- Review the status of the schedule and progress performance with the Discipline Leads on a regular basis, and keep the Project Manager and Engineering Department Managers apprised of issues
- Ensure the quality of the engineering execution and deliverables
- Incorporate health, safety, and environmental factors in design
- Coordinate the identification, monitoring and forecasting of project material quantities
- Ensure that the engineering discipline leads are internally aligned and adequately interfacing with one another, and provide input to engineering departments regarding work process issues and opportunities for improvement
- Develop appropriate work distribution plans and ensure that appropriate measures are taken such that work performed in other internal offices or other designated entities performing Distributed Execution Engineering is completed on time and within budget, and that it meets our company’s quality standards
- Ensure the completion of required design reviews
- Prepare/review scopes of work for third party contracts
- Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders
- Direct and oversee audits prepared by the Engineering Management Department as well as the Discipline Engineering Departments
- Engage the company’s global community, promoting a company culture mindset
- Lead, promote and support the project value creation effort
- Deliver quality work, and adhere to the Operating System Requirements (OSR)
- Execute project work in accordance with approved Activity Plans
- Adhere to industry codes and standards as well as department practices and procedures
- Contribute to and promote the use of the company’s centralized management portals and communities
- Participate in the company’s centralized talent program as necessary to follow the curricula as outlined in the Functional Development Frameworks
- Develop and build external relations with client representatives, vendors, and subcontractors and interface closely with other discipline functions promoting Client Service Excellence
- Assist in the development of department standards, procedures, practices and guidelines
- Assist with departmental administrative duties or with other company functions outside the department
- Support Key Process Owner and Department Manger on initiatives
- May promote company branding by active participation in external technical organizations and Code committees and present technical papers or presentations through the company’s P4 process
- Serve as member on an external organization or Code committee’s steering or technical board
- Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, timely performance feedback, and performance appraisal input and counseling
- Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
- Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
- Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
- Maintain compliance with all applicable policies, procedures, and global standards
- Adhere to and support the company’s Health, Safety & Environmental and Sustainability Policies
- Effectively develop and apply the Core Skills to the job
- May need to travel to attend to business related matters
- Meet expectations on attendance and punctuality
- Other duties as assigned
Job Requirement:
- Accredited four (4) year degree or global equivalent in engineering field of study and sixteen (16) years* of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
- Professional registration and active participation in technical society
- Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
- Advanced knowledge of equipment through all stages of a project from conceptual phase to design development, construction, and commissioning
- Effort-hour estimating and staff forecasting
- Managing and leading a large project
- Project set-up, developing control-level schedules, progress reporting and project close-out
- Practical field experience
- Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
