About the job:
The HSE Manager will be responsible for managing Workplace Health & Safety and Environmental compliance for a large industrial chemical manufacturing plant. The role involves developing, implementing, and maintaining comprehensive HSE policies and procedures to ensure a safe and compliant working environment. This role will start from the Perth office for an initial 6 to 9-month period and transition to Karratha-based plant operations.
Key Responsibilities:
• Develop and implement HSE policies and procedures in compliance with local, state, and federal approvals and regulations.
• Conduct risk assessments and hazard identification to develop preventative strategies.
• Develop and maintain a safety management plan suite in line with statutory requirements and operational safety needs
• Complete and maintain training needs analysis for all personnel working at or visiting the facility
• Organize and conduct safety training and awareness programs for employees.
• Conduct regular safety drills and simulations to ensure preparedness for various emergency scenarios.
• Analyse incident and accident data to identify trends and recommend corrective actions.
• Monitor compliance with HSE policies through regular site inspections and audits.
• Lead emergency response initiatives and conduct incident investigations.
• Prepare and update emergency response procedures and accident reports.
• Maintain current knowledge of HSE legislation and regulatory requirements.
• Collaborate with internal leadership and external regulatory bodies to maintain compliance standards.
• Review and report on overall safety performance and achievement against set key performance indicators.
• Coordinate and participate in scheduled HSSE audits, reviews and inspections.
• Manage and lead a team of safety professionals and environmental specialists.
• Ensure proper management of hazardous waste and maintain records.
• Ensure proper documentation and reporting of all HSE activities, including maintaining records of inspections, audits, and training sessions.
• Promote a culture of safety by encouraging employee participation in safety programs and initiatives.
• Coordinate with contractors and vendors to ensure their compliance with HSE standards and requirements.
• Manage the budget for HSE programs and initiatives, ensuring cost-effective implementation of safety measures.
• Stay updated on industry best practices and incorporate them into the organization's HSE policies and procedures.
• Develop and implement health and wellness programs to promote the overall well-being of employees.
• Ensure the availability and proper use of personal protective equipment (PPE) for all employees and visitors
Qualifications:
Minimum of 10-15 years of experience of which 2 -3 years as an HSE Manager in a large industrial manufacturing setting, preferably in chemical manufacturing or oil and gas.
• Minimum qualification of a Diploma in a relevant field; a degree is preferred.
• Professional Certifications: Mentioning certifications such as Certified Safety Professional (CSP), NEBOSH, or OSHA can add value.
• Advanced Training: Highlighting any advanced training in risk management, emergency response, or environmental management.
• Technical Skills: Proficiency in using HSE management software and tools.
• Project Management Experience: Experience in managing HSE projects from inception to completion.
• Continuous Improvement: Demonstrated ability to implement continuous improvement initiatives in safety practices.
• Stakeholder Engagement: Experience in engaging with internal and external stakeholders, including regulatory bodies.
• Previous experience in the operations of a chemical manufacturing plant would be beneficial.
• Strong knowledge of HSE regulations and best practices.
• Excellent leadership, communication, and organizational skills.
• Proactive approach to safety management.
• Ability to conduct thorough risk assessments and develop effective mitigation strategies.
• Strong analytical and problem-solving skills.
• Ability to lead and motivate a team.
• Highly developed communication and interpersonal skills.
