International Field Project Controls Manager                                        
Roles and Responsibilities

GENERAL:

The International Field Project Controls Manager (Field PCM) supports the Construction Manager (CM), Home Office Project Manager (PM), and Home Office Project Controls Manager (PCM) by applying effective project controls practices. The field effort typically involves tracking, monitoring, and reporting on the construction contractor's work in terms of cost and schedule. The primary areas of focus for field project controls are: Cost Tracking, Change Management, Scheduling, and Progress Measurement.

COST TRACKING:

Cost tracking in the field centers on monitoring contractor costs and change orders related to the agreed scope of work. Accurate cost tracking and forecasting are essential for controlling project costs and providing early warnings of potential cost escalations. The responsibilities related to cost tracking include:
  • Obtaining the contractor's estimate basis and converting it into a control estimate.
  • Reviewing the contractor's contract to understand technical and commercial terms.
  • Reviewing and validating invoices:
    • Lump Sum Contracts: Validate the percentage complete for progress payment claims.
    • Reimbursable Contracts: Validate with signed timesheets, material receiving reports, and perform appropriate audits.
    • Quantity-Based Contracts: Ensure proper quantity tracking for progress and invoicing.
  • Providing Home Office with necessary reports to support cost reporting and forecasting.
  • Alerting the CM, PM, and PCM to any cost concerns on the project.

CHANGE MANAGEMENT:

Effective change management is critical for managing contractors and must be maintained in a timely manner, as it significantly impacts cost forecasting. The responsibilities related to change management include:
  • Generating and maintaining the change log or variation notice log.
  • Coordinating with the Contracts Administrator on the approval of contractor-submitted change requests.
  • Auditing contracts as needed to assist in the disposition of specific changes.
  • Reporting all change activities to the CM, PM, and PCM.




SCHEDULING:

A well-developed schedule is essential to ensure the project progresses on the right activities and to find “work-arounds” when necessary to maintain target completion dates. The responsibilities related to scheduling include:
  • Ensuring the project has a well-developed schedule.
  • Familiarizing yourself with the schedule’s activities and logic to identify potential “work-arounds.”
  • Ensuring the schedule is regularly updated, progressed, and analyzed.
  • Auditing contractor schedules as needed for activity levels, logic, etc.
  • Ensuring look-ahead schedules are provided to field supervision to manage current project needs.
  • Generating reports for the CM, PM, and PCM on schedule status, concerns, and work-arounds.


PROGRESS MEASUREMENT:

Progress measurement is a critical aspect of field project controls. This information drives cost and schedule management and is the primary element used to forecast costs and validate the percentage complete against targets. The responsibilities related to progress measurement include:
  • Participating in establishing the methodology for tracking contractor work scope in the field.
  • Assisting contractors with the tools required to provide accurate and timely data.
  • Auditing data to ensure information accuracy.
  • Developing reports that record contractor progress against the original plan.
  • Analyzing data to project schedule completion dates.
  • Recommending actions or work-arounds to address productivity concerns or progress deficiencies.


OTHER ROLES AND RESPONSIBILITIES:

Additional roles and responsibilities for the Field Project Controls Manager include, but are not limited to:
  • Understanding and working within the assigned Work Breakdown Structure (WBS) to manage field scope.
  • Assisting contractors to ensure their reporting and schedules meet the standards of good field project controls practices.
  • Producing or providing necessary data for progress curves, manpower staffing charts/graphs, and cash flow curves.
  • Tracking contractor productivity.
  • Performing quality checks on all contractor-provided data.


FIELD PROJECT CONTROLS MANAGER:
 
  • Ability to communicate with foreign dialects to effectively manage international teams and contractors.
  • Fluent reading and writing in English is required to ensure clear communication and documentation across all project-related activities.
  • Assisting with recruiting and hiring field project controls staff to ensure a skilled and capable team is in place to support project objectives.
  • Overseeing field project controls staff and delegating tasks appropriately.
  • Implementing and maintaining field project control procedures.
  • Training field project controls staff.
  • Implementing standardized reporting and fostering consistency across all field assignments, ensuring accuracy and cohesion in reporting.
  • Aligning with construction management and field project controls.
  • Working with Home Office to support WBS coding.
  • Gathering data and maintaining historical metrics.


KNOWLEDGE AND SKILLS:
 
  • Work seamlessly with the client as part of an integrated project management team
  • Requires excellent communication skills and the ability to work effectively with various levels of management and employees, while maintaining high ethical and professional standards.
  • Must be detail-oriented, self-motivated and have the ability to manage multiple tasks simultaneously.
  • Must utilize thorough knowledge of diversified controls engineering systems, principles and practices while maintaining ability, creativity and mature judgment in anticipating and solving unprecedented problems.
  • Estimating experience is beneficial.

EDUCATION AND WORK EXPERIENCE:
 
  • Minimum of 15-25 years of experience in the engineering and construction industry
  • At least 10 years of experience working in the field
  • International field experience is preferred
