Key Roles & Responsibilities:

• Identify and communicate relevant ‘Regulatory and Other Obligations’, providing advice on the specific requirements within the Department and Business Unit’s ‘Regulatory Compliance Register’ to enable compliance.
• Measuring compliance and implementation levels, providing detailed reports to senior management in a timely manner.
• Application of compliance and measurement tools to monitor, record and verify that regulatory and other obligations, safe work methodologies and processes that are implemented and are effectual.
• Examine work activities to ensure adherence with established risk management processes, in keeping with as low as reasonably practicable controls and industry specific risk control principles
• Provide technical support to operational managers on potential conflicts between the business unit and clients, regulatory authorities, or other interested parties
• Coordinate ISO and ISM international standards related activity for the Department and Business Unit inclusive of audit planning, scheduling, audit function, issue of corrective actions and monitor until completion
• Assist in creation of bespoke technical procedures pertaining to International Maritime Organization and other regulatory bodies, specialist manuals and forms in order to provide the department and business unit documented work procedures and processes
• Support business continuity, provide continual improvement and operate to international standards in line with client, contractual and legal requirements
• Liaise with Classification Societies for Annual, Periodic & Renewal Audits of ISM Code relevant certification while act on audit reports and any non-conformance they raise.
• Implement and maintain, as appropriate, document control processes, including issue and control of relevant documents, both ashore and aboard ships.
• In event of HSEQ related incident, direct initial scene response, provide situation reports to line manager, collate data requirements for analysis, conduct interviews of involved persons, track corrective and preventive actions to completion, and facilitate lessons learned are communicated
• Lead level 3 or 4 incident investigations in accordance with Milaha’s procedures and develop detailed investigation reports based on root cause analysis.
• Facilitate HSEQ coaching for all levels of business unit management and personnel including, but not limited to, ISM Code etc. and monitor the delivery of agreed performance expectations providing detailed reports to senior management
• As assigned, participate in business unit and/or site(s) HSE committees
• Maintain the acceptability of the vessels with Oil Majors over and above the Charter Party requirements.
• Prepare and present Management Reviews.
• Maintain and Improve the Contingency Plan to manage situations of emergency with defined roles and responsibilities for ship and shore-based personnel.
• Perform other job-related duties as assigned Classification: Public Education & Professional Qualification: Requisite:
- 3-year Full Time Degree in Health and Safety from a recognised institution; or
- 3-year Full Time Degree (Associated Degree) from a recognised institution and a 2-year Full Time Graduate Diploma in Health and Safety; or
- 3-year Full Time Degree (Associated Degree) from a recognised institution and NEBOSH Diploma in Occupational Health and Safety; or
- 3-year Full Time Degree (Associated Degree) from a recognised institution and Chartered member of IOSH.
- Qualifications and seagoing experience as certified ship officer pursuant to the International Convention on Standards of Training Certification and Watchkeeping for Seafarers (STC W), 1978 and 2-year Full Time Graduate Diploma in Health and Safety or NEBOSH Diploma in Occupational Health and Safety Preferred;
- Auditor qualification for ISM/ISPS accreditation framework from a recognised institution.
- Root Cause Analysis certification from an external training organisation.
- Training and Assessment qualification at Level 4 or higher e.g. Training and Assessing (Australia), Training Assessment and Quality Assurance (UK), including Language, Literature and Numeracy modules (or equivalent).
First Aid certification
Professional Experience:
- 10 years of experience with not less than 3 years practical senior level experience in ship management operations,
- 3 years of on-shore HSE experience at a senior level
- Tanker experience preferable

Computer Skills: - Good working knowledge of Microsoft Office - Ability to write high level reports in a precise manner
Language Skills:
- Must be fluent in English Market/Industry/Functional Knowledge:
- Good technical and operational knowledge of shipping operations and services
- Knowledge of TMSA & SIRE Inspections.
- Knowledge of USCG compliance and US trading operation
