Client is looking for Lead Cost Engineer


Requirements/Qualification:

  • Preferred BSc in engineering
  • 15 – 20 years’ experience in cost management for Mega projects
  • Experience with Middle East projects
  • Expert with Microsoft suit of tools
  • Knowledge in Managing total installed cost budgets, forecasts, commitments, incurred costs, trends and change management, cashflows, payments, cost performance index (CPI)


Responsibilities:

• Develop and implement a project controls plan as part of the Project Execution Plan (PEP) for the project execution
• Plan and organize the setup of project baseline controls system, and implement a plan to track against the baseline on a regular basis
• Develop cost, schedule, and commercial baseline
• Responsible for providing technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls specialists
• Analyze variances in cost and schedule performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management
• Supervise the implementation of Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
• Supervise and manage the change management process
• Manage the review of Project Profit/Risk Analysis with management and provide status reporting
• Lead the proposal efforts for cost/scheduling activities
• Interpret contract conditions to ensure compliance
• Develop and deliver training programs in Project Controls systems and methods
• Maintain familiarity with the functionality of automated cost management system and planning and scheduling system
• Provide meaningful, accurate historical data
• Lead the project control team
• Participate in the development and implementation of training courses and mentoring of Project Controls personnel
• May fill the role of office Subject Matter Expert (SME) for a specific task or range of tasks
• Serve as a Project Controls Manager on a Project or in a Lead Cost or Schedule position on a project
• Coordinate internal and external audits
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Plan and organize own work assignments, as well as carry out tasks from management staff
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Health, Safety & Environmental and Sustainability Policies
• Effectively develop and apply the Core Skills to the job
• May need to travel to attend to business related matters
• Meet expectations on attendance and punctuality
• Other duties as assigned
